Το ηλεκτρονικό βιβλίο μου «Η Πολιτική Οικονομία της Οικονομικής Πολιτικής» αναρτήθηκε στο αποθετήριο του ΚΑΛΛΙΠΟΣ.

Το πόνημα αυτό προτείνει μία ανάλυση της ίδρυσης, της συγκρότησης και της μετέπειτα εξέλιξης του γνωστικού αντικειμένου της Οικονομικής Πολιτικής από την σκοπιά της Μαρξιστικής Πολιτικής Οικονομίας. Γι’ αυτό διαφέρει από τις κυρίαρχες αναλύσεις από την σκοπιά των Οικονομικών που περιορίζονται σε ατομικιστική θεώρηση του αντικειμένου αυτού καθώς και σε μία ανάλυση των αντιπαραθέσεων στο έδαφος του ως απλά διανοητικό παίγνιο. Αντιθέτως, η σκοπιά της Πολιτικής Οικονομίας συνδέει τις επιστημονικές εξελίξεις με την κοινωνία και την πολιτική και πρωτίστως με την πάλη των τάξεων. Μία σύντομη περιγραφή του βιβλίου ακολουθεί.

Η οικονομική πολιτική μελετά τον ρόλο και την παρέμβαση του κράτους στην οικονομία. H επιστήμη της οικονομίας αντιμετώπισε από τα πρώτα της βήματα το ζήτημα αυτό. Όμως, η οικονομική πολιτική συγκροτήθηκε ως διακριτό επιστημονικό πεδίο ουσιαστικά κατά τον Μεσοπόλεμο λόγω ιδιαίτερων ιστορικών συγκυριών (κρίση του 1929, παρατεταμένη πολιτικο-οικονομική αναταραχή, κατάρρευση του κλασικού Φιλελευθερισμού, σοβιετική εμπειρία οικονομικού σχεδιασμού, κεϋνσιανός παρεμβατισμός). Το βιβλίο αυτό μελετά την Πολιτική Οικονομία της Οικονομικής Πολιτικής. Δηλαδή, πρώτον, προσεγγίζει γενικά την οικονομία από τη σκοπιά της Πολιτικής Οικονομίας (ως κοινωνική διαδικασία) και όχι από αυτήν των Οικονομικών (ως ατομική διαδικασία). Δεύτερον, ενστερνίζεται την άποψη ότι, ιδιαίτερα η οικονομική πολιτική, δεν μπορεί να κατανοηθεί ικανοποιητικά παρά μόνο μέσα από μια πολιτικο-οικονομική θεώρηση, ακριβώς λόγω των ιδιαίτερων χαρακτηριστικών αυτού του επιστημονικού πεδίου. Το κείμενο αυτό απευθύνεται σε αναγνώστες με στοιχειώδεις και όχι εκτεταμένες γνώσεις οικονομικής ανάλυσης. Το βιβλίο χωρίζεται σε τρία τμήματα. Το πρώτο τμήμα (Κεφάλαια 1 έως 4) εστιάζει στο να αποκτήσει ο αναγνώστης καλή γνώση του αντικειμένου, των βασικών εννοιών και των βασικών κατηγοριών της οικονομικής πολιτικής (δημοσιονομική, νομισματική, βιομηχανική, εξωτερική, οικονομικός σχεδιασμός, κοινωνική κλπ.). Στο δεύτερο τμήμα (Κεφάλαια 5 έως 11) παρουσιάζονται αναλυτικά οι βασικές κατηγορίες και τα εργαλεία της οικονομικής πολιτικής, αλλά ταυτόχρονα η ανάλυση επικεντρώνεται στις διαφορετικές απόψεις και στις αντιπαραθέσεις που υπάρχουν μεταξύ διαφορετικών σχολών οικονομικής σκέψης σχετικά με τις κατηγορίες και τα εργαλεία αυτά. Στο τρίτο τμήμα (Κεφάλαια 12 έως 15) δίνεται η «μεγάλη εικόνα». Δηλαδή, αναλύεται η συνολική εξέλιξη της οικονομικής πολιτικής (χαρακτήρας, στόχοι, λειτουργίες, θετικά και αρνητικά στοιχεία κλπ.) μέσα από τις διαμάχες ανάμεσα στα βασικά ρεύματα της επιστήμης της οικονομίας. Ιδιαίτερα αναλύεται η «ταραγμένη» διαδρομή και οι άνοδοι και οι υποχωρήσεις της οικονομικής πολιτικής στον 20ό και στον 21ο αιώνα.

Chinese translation of THE GREEK CAPITALISM IN CRISIS – MARXIST ANALYSES

The collective volume THE GREEK CAPITALISM IN CRISIS – MARXIST ANALYSES has been translated Chinese and published in China.

The book was edited by Stavros Mavroudeas and includes contributions of several Greek Marxist political economists.

It was originally written in English and published by Routledge.

The Chinese edition was translated in the NorthWest University (in X’ian) and published by China Economics Publishers.

Several presentations of the book in Chinese universities will follow.

Economic Policy covers the aims and the instruments of state economic interventionism. As a broad problematique it existed from the very birth of the science of the economy. However, as a special subject-area it was inaugurated in the interwar era and formalized by the beginning of the post-World War II era. Since then, Economic Policy faced serious ups and lows within economic analysis and policymaking. Particularly within Mainstream Economics (the nowadays dominant tradition within the science of the economy), Economic Policy – and especially its ‘hard’ versions of active fiscal policy, discreet industrial policy and planification – moved from the initial highs of the interwar and Keynesian era to the lows of the Neoliberal period. During the latter Economic Policy was dehydrated from crucial tools and downgraded as a subject because it was castigated as prone to labour demands and popular concessions that suppressed capital’s profitability. Since the beginning of the 21^st century – and as a result of the blatant failures of the Neoliberal deregulationist movement – a return of active Economic Policy is on the cards. However, this return within Mainstream Economics is both belated and very problematic. The contemporary orthodoxy of New Keynesianism attempts rather ineffectively to marry an activist economic policy with its neo-conservative insulation from popular pressures for better wages and working conditions. This paper analyses the adventures of Economic Policy within Mainstream Economics from the standpoint of Marxist Political Economy.

Το Κοινωνικό Πολύκεντρο της ΑΔΕΔΥ δημοσιοποίησε την μελέτη με τίτλο «Το επίπεδο και η εξέλιξη των αμοιβών στον Ελληνικό Δημόσιο Τομέα από την κρίση του 2009-10 μέχρι σήμερα» που εκπονήθηκε από τον καθηγητή του Παντείου Πανεπιστημίου, Σταύρο Μαυρουδέα, και τον ερευνητή στο Κέντρο Προγραμματισμού και Οικονομικών Ερευνών, Κώστα Πασσά. Η μελέτη αποτυπώνει την διαχρονική μείωση των εισοδημάτων των εργαζομένων στον δημόσιο τομέα και ταυτόχρονα την αύξηση των μισθολογικών ανισοτήτων μεταξύ των διαφόρων κατηγοριών τους.

I have contributed a chapter titled ‘Competing Explanations and Strategies for the Greek Crisis and the Question of the Productive Model’

The outline of my chapter is the following.

The Greek crisis that erupted in 2009 is part of the 2007-8 global capitalist crisis. The latter is the first major crisis of the 21^st century and, because of its structural nature, it has long-term repercussions. Its structural nature is expressed in the feeble recovery after the crisis, the ‘double dip’ that followed and the fears for a future return of the recession. Another crucial repercussion is the eruption of several regional crises of which the crisis of the Eurozone (with Greece at its centre) is the most significant.

The Greek crisis was expressed as a debt crisis (that is a disequilibrium in the sphere of circulation) although, as this paper will argue, its causes are deeper and lay in the sphere of production. In any case, and irrespective of different explanations, it is nowadays unquestionable that this crisis goes hand in hand with destructive processes in the sphere of production. It is evident that the current Greek productive model – with the shrinkage of the primary sector, the growing deindustrialization and the bubble of services – has failed and it is not sustainable. Thus, all competing strategies for surpassing the crisis have offered proposals about restructuring the Greek production model. Notwithstanding, these proposals differ widely as they represent different understandings of the Greek crisis and they reflect different socio-economic interests. In each of these strategies productive restructuring holds a different role. For example, those explanations that consider the Greek case simply as a debt crisis, that is a crisis in the sphere of circulation alone that only subsequently affected the sphere of production, attribute to productive restructuring a secondary role behind the primary role of securing debt viability. They, more or less, purport that if the latter is solved then productive restructuring would follow suit. On the contrary, if the causes of the crisis are posited in the sphere of production, as Marxist approaches that focus on the tendency of the rate of profit to fall maintain, then productive restructuring assumes the primary role.

The next section presents the main competing explanations of the Greek crisis and how they confront the problem of the productive model. The third section analyses the strategies that emanate from them the strategies and what role has productive restructuring within them. Its last sub-section acts as conclusions by proposing a strategy of disengagement from the EU.
